Jeremy Hunt, the UK chancellor, has put forward a major shake-up of the country's non-dom regime, as he produced a budget of pre-election tax cuts to woo voters and undermine the Labour opposition.

But economists and experts were quick to cast doubt on projections for declining borrowing and falling debt levels, with the giveaway predicated on deep and unspecified public spending cuts after the next general election.
