In dispute: Will a new law fix Ireland’s planning system?

The government is bringing in a bill designed to limit judicial reviews on large developments. But some experts argue the problems lie elsewhere and that it is wrong to blame the backlog of housing and other projects on such reviews

When Joe Clarke moved to the South Circular Road in Dublin 12 years ago, he never thought that his free time would be consumed by bake sales and European planning law.

He moved in four doors down from the old Player Wills factory, and for about a decade, the former factory was a quiet neighbour to Clarke, 45, who works in the music industry.
