The bravura performance at the Charlton Tribunal by former Garda Commissioner Noirín O’Sullivan will have puzzled many casual observers. If senior gardaí can plot such an effective strategy to cope with the Tribunal and implement it, why can’t they agree on an effective strategy for modern policing and put it into practice?
