Regulator fails to fine businesses who break lease data law since given power in 2011 act

Around one in four businesses taking out commercial leases are failing to comply with the law on providing their details to a state database. The database was set up in 2012 to allow businesses to compare rents for properties and land in a particular area before they negotiated with landlords.
