Without a parliamentary majority, Macron will struggle to push through reform, writes Emma Kennedy in Paris

Normally thronged with tourists and traffic, the area around the Arc de Triomphe in western Paris was calm yesterday morning. On the roundabout encircling the Arc, where 12 of the city’s major avenues converge, a tight security cordon was in operation ahead of a visit from the country’s new president a few hours later.
