Foreign states will be banned from owning British newspapers, under a planned change to the law that could throw into doubt the Abu Dhabi-backed takeover of The Telegraph.

It is expected that UK ministers will bring forward an amendment to the Digital Markets Bill, currently in the House of Lords, aimed at bringing such a ban into effect.

It comes as Lucy Frazer, the UK culture minister, considers the reports of competition and media regulators on the deal for the Telegraph newspaper and the Spectator magazine as part of a separate regulatory process.
