Drinks’ industry lobbyists, hedge-fund bosses, multinational chiefs, bankers and big-tech tax advisers were among those granted time with Finance Minister Michael Noonan in the run-up to the budget.

The man who Bloomberg News called the “grand architect” of Ireland’s “tax haven” success, PwC tax partner Fergal O’Rourke, was in Noonan’s diary for the morning of September 24. The diary details were released under the Freedom of Information Act.
