Decentralisation: Think again

Let’s be honest. The McCreevy decentralisation plan is not working.

Flawed in its conception and design, it is incapable of working. An alternative decentralisation plan, on the other hand, could be made to work, and work well. But for that to come about would require a hefty dose of political honesty.
