In the first part of this series, I identified two sets of problems for Ireland: legacy problems, like overstretched hospital services, homelessness and over-indebtedness, dominating the public debate and much more important underlying structural problems. The latter require a longer range comprehensive plan. Otherwise, we play a never-ending game of catch up, with not enough money to alleviate the short term problems to anyone’s satisfaction.
