Government officials are at loggerheads over how to deal with a multimillion euro pay bill for up to 14,000 staff working in the healthcare sector.

The staff in hospices, disability care centres and community hospitals had their salaries reduced during the recession in line with public sector pay cuts. But they have been excluded from the public sector pay deal because they are not directly employed by the state.
