Daniel Murray: Cop28 negotiators debate red herrings as temperatures continue to rise

The term ‘red herring’ was first used in its figurative sense by English journalist William Cobbett in 1807, as he recounted using the odour of smoked fish to deflect hounds from their pursuit of a hare.

Cobbett described the hypnotising but “transitory” effect of the pungent red herring on the hounds, and how the scent would go “as cold as a stone” by the following morning, the hare having successfully absconded.
