What makes a good minister? “Policy expertise, the ability to communicate and the ability to build alliances”, said one insider I spoke to this week. The Constitution allows the Taoiseach appoint two “outsiders” to cabinet (via first appointing them to the Seanad). The last to use this was Garret FitzGerald, who appointed scientist Jim Dooge to foreign affairs.
