Sipo misinterpreted its own laws in decision not to investigate Leo Varadkar leak, court hears

The ethics watchdog did not correctly interpret its own legislation in determining not to investigate a complaint that Leo Varadkar leaked a draft GP contract, the High Court has heard.

The Standards in Public Office Commission’s (Sipo) decision not to investigate the Taoiseach is currently being challenged by Paul Murphy, the People before Profit TD.

Varadkar leaked a draft GP contract to Dr Maitiú Ó Tuathail, a former friend and then president of the now defunct National Association of General Practitioners (NAGP). He was cleared of criminal wrongdoing in July 2022. Later that year, Sipo said that it had decided not to probe the leak.
