Plan to finish half-built Celtic Tiger estate scuppered by limited water network capacity

A developer’s plans to complete a half-built Celtic Tiger-era housing estate in County Carlow has been blocked due to water network capacity constraints.

In 2006, the original developer was granted permission to build 82 houses on a site in Ballinabrannagh. Only 42 homes were built, with the last of these houses completed in 2010.
