Full-capacity venues should be opened to vaccinated people from the start of the reopening of the entertainment sector, arts minister Catherine Martin has proposed.

Martin last week told industry representatives she had brought a draft plan for the sector to the Cabinet Sub-Committee on Covid-19, but had her proposals knocked back by government colleagues.
