Jim Gavin, chairman of the Dublin Citizens' Assembly, has questioned in Dublin’s local councils are effective enough to run a capital city.

In an address to the Oireachtas housing committee today, the former Dublin football manager will say that “brave political leadership” is needed to devolve a whole range of powers to a directly-elected mayor of the city.
