Simon Harris, the Fine Gael leader, has said that building 250,000 houses over the next five years will not mean a “smooth” delivery of 50,000 homes a year.

Addressing his party’s annual ard fheis in Galway on Saturday, the presumptive taoiseach pledged to build 250,000 houses over the next five years.
