EU should focus on boosting growth
European Union leaders meet this week to try to give a push to the Lisbon Agenda, the plan to make the EU a more competitive economy.
While the new commission president, JoseManuel Barroso, has acted to give the agenda more impetus, much of theEUbureaucracy appears tobeworking against its goals.
