Transport Infrastructure Ireland is now clearly at odds with Eamon Ryan even if it is still adhering to the convention of not criticising the line minister who provides its annual budget of €1.5 billion.

Peter Walsh, its chief executive, clearly outlined how the transport minister has put a set of green handcuffs on its road-building programme at the Oireachtas transport committee last week.
