Every member of Cabinet and their advisors should be brought by minibus to a supermarket in the first week of September. This coincides with the most frantic time in the final Budget arguments and discussion.

Each should have a trolley and the approximate disposable income available to a person on social security payments - after utilities and rent have been cleared.
