The programme for government's policy on media is clear in relation to its objective: the creation of "a vibrant, diverse and independent media at local, regional and national level".

This is motherhood and apple pie in industrial catering quantities. The really critical question, which the programme (perhaps understandably) does not address, other than by talking about a "future of media commission", is how we get there from here.
