In October, the German minister for health brought a detailed framework on the legalisation of adult-use cannabis to the cabinet of Olaf Scholz, the chancellor. Karl Lauterbach said his plans to regulate the cultivation, distribution and taxation of cannabis “would be the most liberal project to legalise cannabis in Europe, but also the most regulated market. It could be a model for Europe”.
Lauterbach believes the legislation, if passed, “realistically won’t take effect before 2024”. ...
