When Leo Varadkar took to his feet in the Dáil chamber on Wednesday, crèche owners couldn’t quite believe what they were hearing.

“If an insurer is unable to provide cover for a particular facility, be it a crèche, a childcare provider or anything else, there may be a good reason for that,” Varadkar said.
