A kinder, gentler property tax

Linking property tax to local expenditure, not home value, would make councils more accountable - and would give people a greater stake in their local area

Five years ago, I co-wrote a paper on property tax with Patrick King (formerly of Dublin Chamber of Commerce, now with the SCSI) on how to link property tax bills directly to local authority expenditure.
