Can modular buildings house the homeless?

It’s deeply doubtful whether short-term prefab housing is the solution to homelessness

I’m approaching the Dublin Region Homeless Executive’s (DHRE) latest proposal to introduce modular homes as a solution to house those in emergency accommodation with a degree of modest optimism shrouded in acute foreboding. The vigorous increase in the number of families seeking such housing is alarming and hotel and bed and breakfast accommodation is entirely inappropriate. But are modular buildings the answer?
