In what was a carefully assembled and constructed speech, the Taoiseach's choice of words after the cabinet go-ahead for a referendum was also a signifier of how his stance had shifted

There will not be a vote cast on the eighth amendment for another four months. But now that the cabinet has given the go-ahead for the referendum, and Taoiseach Leo Varadkar has outlined his stance, the campaign has already begun.
