In stark contrast to the leaks of previous years, the build-up to Budget 2018 has been characterised by an air of obsessive secrecy. Michael Brennan and Hugh O’Connell report
Roughly a fortnight ago, on Culture Night, Minister for Finance Paschal Donohoe opened up his office to visitors. As a small joke, he and his officials put a folder on his table marked “Top Secret - Budget 2018”.
But for visitors who could not resist the temptation to open it, there was a handwritten note inside from Donohoe. “Sorry, work in progress, hope you have a nice night.”
