Drivers and pedestrians will not be able to make insurance claims against electric scooter users who cause injury or damage under new laws.

The government will not impose any age limit, tax or insurance or driving licence requirement for e-scooters capable of speeds up to 25 kilometres per hour because it wants to encourage their use.
