Enda Kenny’s main criterion for his choice of ministers seems to have been the ability to get through press conferences without saying anything catastrophic

So many things get discussed whenever a new cabinet is appointed – gender, geography, promotion, demotion, experience, inexperience, loyalty to the leader, even religious background or sexual preference, to name but a few – but rarely do we get a debate over arguably the most important of all criteria for a ministerial appointment: capability.
