The state’s former top-ranking garda believes that the force is being shackled by recent reforms which are making it “extremely difficult” for rank-and-file gardaí to do their jobs.

Pat Byrne, who was commissioner between 1996 and 2003, made the comments in an interview with former garda superintendent-turned-whistleblower David Taylor as part of Taylor’s academic thesis on the subject of politicisation of An Garda Síochána.
