Former HSA chief blames hospital costs on ill-defined ‘roles and responsibilities’

Tom Beegan, who now runs his own health and safety consultancy company, said there had been a failure to have clear governance on the project

The former Health and Safety Authority chief executive Tom Beegan has said that the huge cost overrun at the National Children’s Hospital in Dublin is due to the failure to define “roles and responsibilities”.

Three different groups were involved in the project, each with different chairs and each meeting separately. There was also input from the Department of Health, the Department of Public Expenditure, the HSE and the board of Children’s Hospital Ireland.
