A debate on September 9, and votes around it, will be a first indication of the strength of opposition to a no-deal Brexit in parliament, and whether there is a route to tying Johnson’s hands

The UK government does not expect the European Union to shift its position on Brexit for at least a month, a person familiar with the matter said.
