The Department of Health lacks the skills to oversee the €14 billion health budget, according to a confidential new internal report.
The damning report found that the department badly needs specialist financial and health analytics staff, and “ranks poorly” in terms of outcomes, accountability and control.
It said that the technical demands of negotiating and overseeing a budget of €14 billion were “unlikely to be met with existing skillsets”.
