Gardaí are being blocked from recruiting any more civilians until they put deskbound members on the beat.

They have been given a target of freeing up 1,500 deskbound gardaí for frontline positions by replacing them with civilian staff.

Around 500 of them alone are in Garda headquarters in the Phoenix Park in Dublin.
