The government is expecting EU chief negotiator Michel Barnier to lay down a marker to Britain tomorrow about the need to get “substantial progress” in the next two weeks on avoiding a hard border.
He has already publicly signalled his unhappiness at the lack of detail in the position paper released by the British government last week.
