Organisation may be incapable of protecting the Olympics from cheats and opportunistic criminals

It was obvious coming up to the opening ceremony of the Rio Olympics that the issue of doping has made the games a shambles.

The International Olympic Committee (IOC) was forced to issue a notice to governing bodies asking them to urgently reassess the suspensions of Russians under their jurisdiction. This followed the revelation they had misinterpreted eligibility criteria laid down by its executive board.
