In 1924, the report of the Boundary Commission was published. To the bitter surprise of Northern nationalists, huge sections of nationalist majority territory were to remain in the new Northern Irish state.

In the immediate aftermath WT Cosgrave, president of the executive council, went to London for a meeting with the British prime minister Stanley Baldwin and the prime minister of Northern Ireland James Craig.
