Real government secrets have an entire apparatus of secrecy to ensure they actually stay secret. Just think for one moment of Cabinet documents. In all countries, including our own, these documents are not the subject of routine leaks. And this is not because the attendees are forced to eat the papers before they are allowed back into the real world again. Nor is there a crucible into which all papers are cast in a solemn ceremony at the end of the meeting.
