The people have spoken and the referendum to repeal the Eighth Amendment has passed by a greater majority than most observers anticipated. But that was just the first phase of the current process of liberalising abortion laws. The second phase involves the Oireachtas passing legislation to regulate when pregnancies can be terminated.
