To whom does the IMF owe its primary responsibility?

It’s often in the footnotes – the interesting additions or exceptions. And so, the IMF’s recent document about Ireland did not disappoint. There it is – footnote 29, where ‘staff’ means the IMF and ‘authorities’ mean Irish civil servants and/or politicians – either at the Department of Finance or the Central Bank or both.
