Why did the government turn down a common-sense enforcement system for short-term letting and replace it with an inferior one?

A government working group was set up containing experienced public servants from the Department of Housing, the Department of Tourism and Transport, the Residential Tenancies Board, Fáilte Ireland and An Bord Pleanála.
