There is an old and somewhat cynical definition for a referendum: “A referendum is a process whereby you get an answer you didn’t expect to a question you didn’t ask.”
With 39 days to go to Britain’s Brexit referendum, and with an awful lot staked on the result for Ireland and Britain, that definition may be truer than we like to think.
