Who would want to be a whistleblower? As the O’Higgins report on allegations of Garda malpractice into the Cavan-Monaghan region noted, Irish organisations and institutions have an “instinctive hostility to whistleblowers”. The focus shifts to those who made the allegations, not the allegations themselves.
