Why did the Department of Justice ask the tribunal to inquire into an allegation it knew had never been made against Sergeant Maurice McCabe?

Having sat through two months of sometimes excruciating detail about what did and did not happen in the opening days of the O’Higgins Commission of Investigation, last Thursday Disclosures Tribunal chairman Mr Justice Peter Charleton asked a startling question: “Why are we here?”.
