Where should a state be committing its limited resources?

The decision of Bus Éireann unions to re-enter talks with management at the Workplace Relations Commission is welcome. It has at least spared passengers the disruption of an all-out strike which had been planned for tomorrow. But hard decisions still have to be made to secure the company’s future.
