Working group to examine BER rental sector retrofitting dilemma
The government is looking to solve the ‘split incentive’ dilemma that is discouraging landlords from retrofitting homes for tenants.
The ‘split incentive’ phenomenon is where landlords do not want to pay for the cost of improving the energy efficiency of their homes because the benefit of the reduced energy bills goes to their tenants instead.
A new government working group has been set up to make recommendations on how to deal with this problem.
