Moran report turns up many interesting email exchanges, but no proof of wrongdoing
The Moran report contains no silver bullet proving wrongdoing by any party.
It was always going to be a flawed report because it was unable to talk to the key parties to its investigation to get their side of events.
It does show some interesting evidence from behind the scenes, but it is impossible to draw any definitive conclusion about what it all means without the various parties involved responding to its findings.
