Using a humanitarian crisis to declare a national emergency is a cynical move that will attract legal opposition. But it is all a gamble for votes in 2020

Pity Donald Trump’s lawyers. You could almost hear the groans coming from the White House Legal Counsel’s office as the president of the United States announced, with a cavalier disregard for reality, a national emergency on the southern border.
