State to use bin service receipts to fight illegal dumpers

Households will have to prove they use a regular rubbish collector under new government plans to combat illegal dumping.

Over a quarter of households do not have a regular bin collection service, and some of these are suspected of engaging in illegal dumping, illegal burning or stuffing their rubbish into public bins.
