Minister for Finance and Public Expenditure Paschal Donohoe has changed his policy to pave the way for greater use of controversial public private partnerships to build schools and roads.

The move, which was quietly included in the Ireland 2040 plan, also raises the prospect of tolling on new motorways such as the M20 motorway between Cork and Limerick.
